Example GML_MetadataProfile use ISO19139 - Metadata XML schema implementation - 
for metadata on a dataset, on featuretype level and on feature level.

On dataset level all mandatory elements in ISO19115 Metadata is implementet
by referencing MD_Metadata.

On featuretype level quality descriptions about CompletenessOmission,
ConceptualConsistency, TopologicalConsistency and 
ThematicClassificationCorrectness is included by referencing DQ_DataQuality.

On feature level descriptions about used specification, lineage, description, 
processor, responsible party, date of creation, date of publication 
and date of revision is included by referencing DQ_DataQuality.

In the example GML_MetadataSimpleProfile quality information is not referencing 
DQ_DataQuality but by referencing the actual DQ_ component directly.
